My solution:
Format check XXXX-XXXX-XXXX
3 checks for each group of 4 characters
First check - is number
Second check - any symbol with 0 in lower(right) bit (0 2 4 6 8 B D F H J L N P R T V X Z b d f h j l n p r t v x z)
Third check - first symbol "R", other 3 is any symbol
